CA Law/Codes for electrical work
Just a quick question -- is there anything in terms of overview/inspection that I need to have done if I want to perform electrical work on my own home (California) by myself?

Like most California jursidictions, El Dorado county requires a building permit (and a followup inspection) for anything beyond minor electrical work. "Minor" is considered replacing an existing device or fixture.
When replacing/upgrading a service panel, a permit and inspection is essential, because the utility won't restore power w/o a permit and inspector's approval. Some people pull permits (and therefore get inspections) for work like adding a new circuit.
If the work you're planning goes beyond minor work, you can't go wrong by pulling a permit and getting the work inspected. It'll cost you some money and some time. But don't expect the county inspector to backstop you--they may or may not catch serious problems.
Talk to the county building dept. about what you're planning to do.
