Number of plugs on a 20amp circuit?

How many duplex plugs can be placed on a 20 amp circuit?

For lights I can use the watts to calculate the
amperage and then leave a small amount for growth (15%).

Is there a rule of thumb for average watts on a duplex
plug. (On my SEP only have 3 20 amp circuits to complete my basement).

By code, as many as you want.
By convention, up to ten.

You can figure lights any way you want. But using the actual wattage of the bulbs is pretty reasonable.

The rule of thumb is to allow 180 watts per duplex receptacle. If you have knowledge of how you will use each receptacle, you can adjust up or down.

If you have specific permanent loads (such as a garbage disposal or dishwasher), there are other rules. In commercial buildings, there are other rules. And of course there are a lot of rules about what rooms can be on the same circuit as other rooms.

The $6 green paperback, "Wiring Simplified", sold in the electrical aisle of Home Depot, covers all this pretty well.
