Question short/overload???

Power to electrical outlets and lights in several rooms only work when the dryer is running

This is very bad. You have a bad connection in your panel or service wiring. This is causing backfeed. Start by calling your power company. Now! It's may or may not be particularly dangerous to you, but it could easily ruin your appliances by providing them with too much or too little voltage.

So you are not talking about the breaker box, you are talking about the service panel that the power company installed to the house, is that correct?

Either one. Call your power company now. They work late, even on weekends.

One of your hot lines is out. It could be the POCO connections, the meter base connection, the main disconnect connecton, the main disconnect. I would start by calling the Power Company. It is usually a free service call. If that dosn't resovle it, then call an electrician.

Try turning you main breaker on/off.

Called the power company this morning. They found a bad cartridge fuse (BIG) in the box on the pole outside. Replaced it and everything works fine. Thanks!!!!
PS: I doubt it was free, this box is on our side of the meter by two inches, but we are just glad to the the power back to normal.
