I'm running a new line into the garage from the main panel (the panel is in the garage) that will have 3 receptacle . My question is do i need to run conduit or can I clamp romex onto the walls and ceiling? What is the code?

Thanks

You should protect the wiring so that it will not get damaged. What I would do is to use conduit along the walls, but simply run the wires in the ceiling joists.

Or if the walls are open, drill holes in the studs and run the cable through them. If you run the wires high up on the wall, there will be even less chance of physical damage. Code will not allow you to simply attach the cable to the surface of the wall or studs. You have a lot of options on how to protect it, including creative ones you invent, but you must do something to protect the cable from physical damage.
