gfi protection for switch near sink

i'd like to put in a 3way light switch within 3 ft of a basement sink. the circuit i'm working with also services the 1st floor light and outlets.

would this circuit need to be gfi protected at the breaker box?. if yes, if i install the switch outside of 3 feet of the sink, can i get by without the gfi?

Only receptacles are required to have GFCI protection.

To add. There is no more distance rule for receptacles. Any receptacle serving any kitchen counter, even remote ones, need GFI protection.
I should clarify. Any new or replaced receptacles.
