flickering lights

I recently upgraded some of my wiring(lighting) in my house.
Last night the lights started flickering. An electrictian I know told me that I might have a bad neutral connection somewhere in the house. So I tried 1 by 1 turning off all the breakers in the house to try to isolate the problem but they never stopped flickering.
Any Ideas as to how get rid of the problem, or where to start ?

Does it happen to all lights in the house at the same time? If do, then it may be the service conductors.

Ron you may be right, It's all the lights. Last night when I went home... no flickering. Did I mention the flickering was during a wind & heavy rain storm.
Also I was up on the roof putting up Christmas lights and the service wires don't look so good.
Is this the responsibility of the utility company?

Yes, Call the utility Co. They should come and verify the problem by setting a chart and fix it. They will probably tighten the connections and that should help.
