Unhappy Outlets stop working

We recently bought a house and some of the outlets have stopped working. They worked fine when we first moved in, but now when we plug things in they don't work. It's happening in a few different rooms in the house. The outlets have two sockets, and in all cases only one of the sockets stopped working.

When our inspector came through, he checked every socket and they were all live.

I tried resetting all the fuses on the circuit breaker, but that didn't help. (Does that even make sense?)

Any ideas what's going on? Our house is not too old; built in 1997. None of the offensive sockets have the "reset/test" buttons on them.

Thanks!

The other half of the receptacle is controlled by a wall switch. Do you have a wall switch in the room that seems to do nothing?
