Basement Lighting

I plan to install a drop ceiling in my basement and want to have recessed lighting ("cans"). I plan to hang the ceiling 3 inches below the joists, which is the minimum clearance recommended, in order to maximize the headroom. If I attach the cans to the joists, can they adjust low enough so that their openings will be flush with the ceiling surface? Or are there special cans for use with suspended ceilings?

Halo new work cans (H7 type) have bars which can extend long enough to hang on a grid ceiling. The ends of the bars are designed for this.

So you're saying that I actually attach them to the grid not the joists?
