Quick recessed light question

I want to put a reccessed light at the bottom of my stairs. The light i bought is @7" high as is the height of the joist... so when installed the top of the light will be touching the top of my ceiling. Is this safe?

Different fixtures have different clearance requirements. The requirements for the particular fixture you bought should be provided by the manufacturer, either with literature accompanying the product, or on their web site. Some fixtures want an inch, some a half-inch, some none. The fixture probably installs 1/2" proud of the joist to allow it to be flush with the drywall. So you might be okay anyway. If your ceiling isn't finished, you can still install it somewhat proud of the joist to achieve the required clearance.

7" is pretty small for a joist.
