I am rewirng my mobile home. I started at the breaker panel awnd ran the wires the same way they were hooked up before. The problem I am having is the light switch will not turn the light off when the breaker is on. What am I doing wrong.

We could use a bit more information. If I understand right, the light is on when the breaker is on, even when the switch is in the off position. And the what happens when you put the switch in the on position?

Simple wiring mistake. I suspect you ran your power feeder to the light box.
Now here's how to wire it correctly.
Black wire (feeder) hooks up to one side of the switch (preferably the white wire of the switch). The other side of the switch or black wire returns power to the light itself. (Remember only one black wire gets hooked to the light).
Now the white wire (feeder) gets wired to the white wire of the light. That's it!
Many folks get confused with colors of wires. Pretend all the wires are black, and it will be easier to understand.
Hope this helps.
