To meet today's codes, you need a 20-amp circuit serving laundry area receptacles, and this circuit may serve nothing but laundry area receptacles. And of course, a d20-amp circuit needs 12-gauge copper wire. And of course it must have a equipment grounding conductor back to the panel.

This rule is a simple one covered by most home wiring books. Sounds like you need one (or more). Start with the $5 green paperback "Wiring Simplified" available in the electrical aisle of your local Home Depot.
