Question Adding more power

I need to add some circuits to a detached garage. My 100 amp main panel, inside the the house is a small, 20 circuit, full, no spaces left, and not in an area where it could be upgraded without major renovation, or cost. Could I just tap a small weather proof panel or disconnect off from my meter base for the additional circuits in my garage?
The meter base and riser is rated for 150 amps. The house load is about 45 amps.

If the meterbase is double logged you might be able to do this. Most likely not.

Is the panel rated for 150? put in a 150 amp breaker and then run a 50 amp sub for the garage. Also there are those breakers that give you two circuits in a single space but I think that depends on the panel as to wether you can use those or not. The good news is you have a 150 available.
