12 volt 10 Amp Hour

Does 12 volt 10 Amp Hour mean the battery could provide up to 10 amps of power for 1 hour?

Yes that is theoritically what you can get. 10 amps for 1 hour or 1 amp for 10 hours or any other combination.

How many amps would something like this pair of lights typically use per hour? Can that be estimated based on the watts?
