Question about power wire on outside???

Hi, This might sound like a stupid question but any help would be great.
My freinds and I are going to vinyl side my new(to me) 40yr old house.
My concern is the power wire coming down the house into the meter.
Instead of having a electrican disconnect everything can I just cover right over the wire with the vinyl.
Is this safe? Is this legal? Is this against any types of building codes?

I'm searching for the applicable code section, but I am fairly certain that covering SE cable with vinyl siding would not be permitted (let alone a good idea).

No, you cannot cover your service cable.
