Electrical cables outside

Electrical cables outside
Hi, I am new to the forums and as my name suggest know NOTHING about DIY.
I want to run a power cable from my house out to my cellar - fortunately the celler walls have little holes to place cable through already and there are two options available to me with a long extension from the main house:
(1) run the cable along the back of the house outside exposing it to wet weather
(2) run the cable underground
- what are the important considerations for each of these options? And, if I choose either (1) or (2) what should I be placing or wrapping the cable in to ensure it is safe?
Any help appreciated, many thanks!

You want to make sure the cable is well protected from physical damage. Normally burying it gives you good protection. If you run it above ground, make sure the cable is marked as sunlight resistant or enclosed in conduit. If it is run down low and not buried, it must somehow be protected from damage. Conduit is one way.
In all cases, you must use outdoor wire (UF-B or THWN in conduit).
Burial depth requirements depend on a variety of factors.
