What is "derating"?

Can someone explain the concept to me. I see it mentioned often, but I still have no idea what it is.

Here's an example. Normally, 12-gauge wire can be protected by a 20-amp breaker. However, in various situations (e.g., many wires together, high ambient temperature), you might be required to protect it with a 15-amp breaker instead, or keep the 20-amp breaker and move up to 10-gauge wire.

Rather than actually do this, however, we normally try to avoid those conditions, for example by not bunding too many wires together.
