Question rewiring 80 year old house

hi there!
we are in the process of buying an old house, and the inspector has recommended rewiring. i read in one of the threads that instead of going through the old walls, the person talked about a 1/2" pvc conduit on the baseboards. what exactly does this mean? i am wondering if it is an option for us.

Surface raceway, like you mention, is certainly an option. One manufacturer that makes a lot of this is Wiremold.
Personally, I would not wire an entire house with it, since it is expensive, never looks as good as conventional installations, and I'm not sure that it would be that much simpler to install than a conventional system.
I would suggest getting some estimates from a local electrician.
Just my two cents worth....
