Question code question

I have a soffit framed in my basement made of 2x4's. One side of the soffit will be drywalled and the other will be open in dead space above the future drywall ceiling.

Is it acceptable to run wire on the side of the soffit that will be in the dead space or do I need to run the wires through the soffit like any other wall?

It is actually safer for the wire to be on the side that has no way of ever being hit, rather than through the middle of the soffit, but I don't want to violate the code. Thanks for your help.

If you are asking if you have to drill the framing, from your description I would say no.
