flourescent ballasts

I have come across several ballasts for 8' f96T12 lamps, some new , some used. Is there a way with a meter or ? that I can test these ballasts? Output voltage is 750 volts. Can The correct voltage be the test? Thanks for any help.

How old are the ballasts? Since the early 90s ballast manufacturers are required to have thermal protection in their ballasts. When the ballast overheats it will shutdown,then come on again when it cools

Sorry I forgot to mention but the test for the output voltage should be the way to test for a good unit.
