electrical baseboard heater

One of my electrical baseboard heaters does not seem to be "cutting in and out " as I would like.The heater stays on even when set at 18C all the rest of my heaters cut out at 20c but this one tends to stay on.To make things even more interesting the thermostat is situated almost directly above the heater which I figured would make it cut out earlier than it should. I changed out the thermostat with a higher end model but it did not solve my problem. I set all my heaters on 20c except this one at 18c to compensate but do you think there is a possible wiring problem?

So what your saying is one heater is always on? Can you turn it off by setting it as low as possible?
