Electrical Outlet Under Sink

I am adding an instant hot water tap in my kitchen and need a new outlet in the kitchen cabinet under the sink. Do I have to recess this outlet into the wal or can I mount the outlet box to the back of the cabinet? Also - can I run the wire for the outlet directly through the floor and bottom of the cabinet to the box? Do I need conduit? Thanks.

You can surface mount the box if you want. If you run NM-B cable up through the bottom of the cabinet to the box, sleeve it in flexible (or inflexible) conduit to protect it. I hope you're installing a new circuit for it, because it's unlikely that any existing circuit will have enough extra capacity for this.
