Trying to install kitchen light and hole is too big

I have a question about installing a kitchen light fixture. It is a 2-light fluorescent fixture. The holes where the screws go to install it have gotten so big, that even with a toggle, the screw is falling out. My husband is VERY frustrated, and about to give up, so I need help in a hurry!

Can you drill 2 new holes thru the fixture? Maybe you could find the joists and drill your holes in line with them or make 2 new holes for the toggles?
