Water heater element ratings

What would be the result of installing a new water heater element that is marked " 3500W-240V and 2500W-208V" in place of the old one marked "4500W-240V and 3500W-208V"? Other than a slower heat up time, since the wattage rating is lower, would the element fail sooner?

It would fail sooner due to the fact it will be running much more than the proper 4500.

Why bother with the smaller element?
Common sense tells us the smaller element will run longer, but cost less to run. This higher wattage will cost more but for less time.
