permits for wireing?

Do you have to have a permit to re wire an existing structure? Also do you have to be a licensed electrician to do a re wire?

Yes, you need a permit.

As to who is allowed to do such work, it usually works in one of three ways:
  1. A homeowner who lives in the house can do anything and everything as long as it is done under permit and is inspected. This seems to be the most common rule.
  2. A homeowner may do certain work (perhaps not everything) but only after passing an electrical knowledge test.
  3. All work must be done by a licensed electrician.
You'll have to call your local building department to see which way it works in your city.
