Installing Electrical Wiring under a Raised SubFloor

Is it legal to run electrical cable under a raised subfloor? The subfloor is plywood sitting on top of 2x4 sleepers laid on concrete. I realize I would have to use metal conduit or armored cable. I am renovating my kitchen and would like to install new wiring. The existing wiring runs from the panel in the utility room (which is adjacent to the kitchen) through the ceiling joists to the kitchen. I was going to run the new wiring where the old wiring is but for various reasons this will be very difficult.
