Shutoff Switch Location?

Hi, we have a full basement with walk down stairs to it. Our basement door is off the kitchen. Just inside the door near the top step only head high, is the red switch to shut down the boiler. My neighbor (a mechanic) told me that this switch should be located just outside the basement door on the kitchen wall. Advise? Thank You.

I do not think that the location or requirements for these switches is an NEC issue. I think it's a local codes issue. Some places they are not required at all. Call the town you live in and ask the codes enforcement officer. make sure you tell him if it's gas or oil, as the rules may be different.
