Circuit Breaker Question

Is it possible to wire a breaker backwards on purpose. What I mean is on a sub panel, the first breaker a double pole 60 amp, snap it in and put the feed wires where the output wires should go so they feed the two power bars. Would that work? if so, would that 60 amp breaker trip if there was a problem?

Note that this probably won't work for a GFCI breaker, at least not a new one.

My relatively new Siemens 100 amp breaker box is set up exactly that way.
