I have never seen one without a switch. Most have an air switch on the deck. This is a plunger type button with plastic tubing running from underneath to a mechanical air actuated switch.
A timer may be code in your area. I will say I haven't seen or done a wall timer in a long time. The ones I do see are mostly in modulars.

Just run a 12/2 circuit to under the tub. Install a regular receptacle and put the circuit on a GFI breaker. You of course need an access panel in case service is ever needed, and to comply with code.
If there truly is no switch, you will need obviously to put one somewhere.
