creating new 240 volt outlet.
I currently have a gas stove top that of course has 120 volt power run to it but I would like to change it to an electric cooktop that will require 240 volts.
Does this require running new or additional wiring or is it a matter of connecting the existing wire to 240 volts at the breaker box?

This would require a new 4 wire cable to be run from your panel. Do you have 2 adjacent spots available in your panel?

Depending on distance and access, it may cost more for the electrical work than for the new electric range. Considering that most people with electric ranges would rather have a gas one, you might want to consider how badly you really want an electric one.
