Does an empty box really cost THAT much?!!

I'm putting new underground electrical service on raw undeveloped land (13.8KV, I believe). I just met with the power company and got pricing for the project. Not too bad, $2.35 per foot and $1300 for the pad transformer. BUT since the run is over 800 ft they want a pull box in the center ... for which they want $1350.oo !!!! for. I'm having trouble coping with that price for an empty fiberglass box. Does anyone know of any sources , manufacturers, dist, etc for pull boxes. maybe I can purchase one myself and save some $. Aparently the HV cable initally comes in the conduit, and the pull box is 'just in case' something happens in the future. Initially there isn't even a splice in it.

If that price includes the labor to install it, I think it is a decent price. I am guessing what you are talking about is a handhole because the run is so long. And I don't know if you could find a better price on your own...that would take some research online and some phone calls to suppliers.
