wiring a 220V dryer in France

I have recently moved to France and taken my 220V Kenmore Elite HE3 clothes dryer, figuring that I could just change the plug and would be set to go. Not the case.
The third wire for France's 220V is not a neutral but a ground. I have tried to connect this to the ground wire of the dryer but found that the casing of the machine was hot.
Can anyone out there advise me how to connect the wires from the plug to the dryer?

Most U.S. clothes dryers need 120 volts to operate the drum motor and only use 240 volts for the heating element. I don't see how you can use this in France at all.

Which kind of "hot" do you mean?

by "hot" I meant had current running through it.

Any way of finding out if this dryer uses 110 or 220 for the motor?

It doesn't matter.
The US appliance uses a 120/240v circuit. The European circuit is straight 220v.
This appliance CANNOT be used.

Agreed. You cannot use this appliance overseas.

Agreed. It was a wasted effort to ship it to France.

In addition to the other problems, what is the frequency, kenneth?

If France uses 50 hz, most 60 hz motors will not like this.
