Messed up voltage on garbage disposal.

I recently moved into a 10 year old house and before we moved in..everything worked, including the garbage disposal. Now it doesn't work at all. I'm getting only about 64 volts across the switch. There is a light switch for a flourecent light right next to the garbage disposal switch and its on a different circuit. It has 120 volts across it. What would cause the disposal switch to only have 60-65 volts across it? Any help here would be appreciated. Thanks

First you need to tell what type of meter and where you are measuring the voltage.

Do you read voltage from hot to bare groundor hot to neutral?

MY bet is he found the red reset button on the bottom of the disposal and reset it.
