"Lazy Breaker"

I think I've shorted a circuit/switch. Can somebody explain how to find a "Lazy Breaker"? All of the breakers on our panel appear to be in the on position. I have, however lost power to one (1) circuit. It happened when I changed one (1) switch in a two (2) switch plastic box. The one (1) I replaced works well?????????

Some brands aren't that apparent when they trip. If nothing else, you may just have to go through the entire panel, tripping each one off and back on (be prepared to re-set all your clocks).
On the other hand, if I'm reading your post right, you just installed two outlets where there was one? And they're both on the same circuit?
If so and only one works, it's probably mis-wired and not tripped.
