adding 120v outlet from breaker box

I have one outlet on 1 breaker and the rest of my house on another breaker. I would like to either add an outlet to the underused outlet or move an outlet from the overused one. Any ideals on how I can do this at the breaker box?

Can't be done at the breaker box, but it can be done by extending the lone outlet to new outlets. But that's legal only if the existing outlet is grounded.

There are also certain circuits you can't extend. For example, a bathroom receptacle cannot be extended outside the bathroom it is presently in, except possibly to another bathroom.
