i am having some problems with my new sub-panel... the wires at the main box ( 3 wire) are connected to a dbl.100 breaker, the blk wire with the stripe is hooked to the nuetral bus. at the sub panel in the barn the wires are hooked to the panel the same way . but when i installed the breakers for the lights and plugs i put the blk wire to the breaker and the white and ground in the neutral bus bar. i still have no light. but when i put the test light on it with one wire on the neutral bus and one on the top entry wire it works. help.....

Does this sub-panel have main breaker?
Did you turn it off and then back on again?

If a test works at the lugs but not at the breakers there is not much else it can be.

Was this installation inspected?

Then I really can't say.
I will say you do need a main disconnect at a detached structure. If this was inspected that issue would have come up. Unless of course you have six breakers or less in the barn.

Can you post a pic of the barn panel? That might help.
