Question about ground wires not landed

Question Question about ground wires not landed

I found that the electrical installation to my office was incorrect. The feeder to the office , the neutral was safed and not landed, as well as ground wires within the same office where not landed.
Would this mistake be considered contractor negligence? What could have happened with this faulty installation?

Please phrase your question differntly. I have no idea what you are asking. What do you mean by "landed" and "safed"?

Is this in a panel? A junction box? A device box????
