Start by reading the book Wiring Simplified. It will help you with all your questions.

You need to determine where to pull power from, how to run wires, how to install the box and the receptacle, etc.

Although Wiring Simplified (a $6 green paperback available in the electrical aisle of most Home Depot stores) is an excellent book, for a first time novice, I recommend you also pick up a copy of Black & Decker's Complete Guide to Home Wiring while you're at the store. This latter book has the colorful pictures and diagrams, and the step by step instructions, you will need for a project such as this.

A critical piece of information necessary for a good design is to know what you plan to plug into that receptacle and how much power it takes.
