There are several thousand words in the code on this subject, so it's not easy to summarize here. There are a lot of "ifs" and "buts" and alternatives. The normal way is to run a #4 copper wire from the panel's grounding bar to the incoming water pipe (if metal) within five feet of where it enters the house. Then you also run a #4 copper wire from the panel to two 8-foot grounding rods, completely driven into the ground at least 6 feet apart.

But there are a lot of exceptions and alternatives to this "normal way".
