how to install new light with separate outlet

I have an old bathroom light fixture that has a built in outlet (not gfi). The outlet only works if the light is turned on. I want to replace the light with a new one and put in a separate gfi outlet nearby (that will work without having to turn on the light!). I have not called an electrician yet, but am curious how involved this is to do.

The new wiring depends on how the existing wiring is done.

If power goes first to the switch then you (most likely) need a new wire to the light and then a new wire to the receptacle.

If power goes first to the light then you need a new wire from the light to the receptacle.

However, you may not be able to legally do this (per code). Is this a 15 or a 20 amp circuit, and what else is on this circuit?
