Wiring through joists

Hello,

How many 12/2 cables can be run through 1 hole when installing through 8" joists? Also, how far apart must each hole be?

Also, my service panel is rated at 125amps, but my main breaker is 60 amps. Can I upgrade by installing a new main breaker?

There's no limit, but I suggest running two or three through each hole, and spacing the holes at least 3" apart.

The panel rating is just one of the factors that must be considered before upgrading. You need to consult with the power company to see if their wires can handle the upgrade, and see if the wires coming from the meter to your panel can handle it. It's usually best to consult with an electrician to handle these details.
