breaker question

i noticed when i purchased a couple of spare cutler hammer breakers for my panel, that one of the 2 legs(contacts for the bus bar) is loose in the breaker itself and the other is firm...i checked over 50 of them in lowes and they were all the same...im assuming this is safe...i dont want to disconnect one in my panel to check if one of the contacts is loose and one is stationary...as i said these are just to have on hand for added circuits or if one goes bad...thanks

Check the cutaway picture on page 13 of this document: http://www.eatonelectrical.com/unsecure/cms1/F4.PDF

All of my Type CH breakers have loose 'bus stabs'.
