electricity socket

Hi all I'm new here and my English is a little weak with electric vocabulary, so bare with me.
I've a electricity socket that doesn't work I've tested it with a Tester (the screwdriver with light in) and both phase and ground lights up in the tester , one of them lights more than the other but still both of them lights up quiet strong.

Do any of the experts in this form have an idea, what can it be?

Thanks and Happy New Year

Is that the problem, or is there something else?
Is this a receptacle?
Does it work?

Is this a light socket or a receptacle? Purchase a $9 tester that plugs into the receptacle and look at the lights. You should have two orange lights that stay lit. There is a diagram showing you what is wrong if that is not the case. You should not have any voltage on the ground or neutral. After you do this, post back and let's see what we can do to help.

First of all , it is a problem cause the the socket doesnt work.

I also used a voltmeter and it shows 0 volts, but still it looks like there is a phase in both wires (where it should be a phase and zero or ground however it's called)

Sounds like an open neutral. In North America that is the white wire. Problem could be on device or junction box on the circuit, even working ones, even the main panel box.
