I'm running a dehumidifyer in the master bath and when it cycles on the lights blink. Any ideas on whats up with this? The house is 27 years old.

I'm getting ready for the rough-in electrical inspection. I've got a few questions. 1. Do they sheaths need to be pulled from the wires at each box (I'm assuming yes). If so, do the connections need to be made to the downstream boxes or leave all that until after the sheet rock has been installed. 2. What to do about wires that will be inside of a cabinet. For example, in my daughters bathroom, the receptacle box will be on the side of a linen cabinet above the sink. Also, the kitchen island will have two receptacles. Do I just leave the wire sticking out of the stud or up from the floor? I've also got the same situation for two closets with a flat florescent light. 3. Do the circuits need to be put into the load center with the breaker? Also, does the power need to be at the meter box and from the meter box to the load center at the time of inspection? Thanks Brian
