Question What is this electrician's tool called?

I was on a job site and saw what appeared to be a romex uncoiler clamped to a wall stud. The electrician was pulling the romex from it, but it was obvious he was not in a good mood , so I didn't want to ask him what it was called. Any ideas as to the name of this tool?

We call it a "payout" spinner. A similar version is used when putting up barbed wire fence or electric fencing. It keeps the kinks out of your wire.
