Outside lights under soffits

What is the best way to mount outside flood lights underneath the soffits? I have access to the inside of the soffits. I was thinking of using a 4 inch ceiling box and attaching it to a 2x4 or 2x6 on the end. Then drill a 4" round hole in the middle of the soffit. Next hang the 2x4 or 2x6 with the ceiling box from a rafter with some nail or screws.

Is this a good idea or does someone have a better idea? Thanks

It would be easier to use an old-work box. Flood lights aren't that heavy.

I thought about that, but I didn't know if that would be "cheating". Would the inspector have an issue with this? This is for new construction. Thanks

Since it is new construction, and you have access, then, yes you can do as you describe. Make sure the edge of the box extends down enough to allow attachment under the soffiting without pushing the soffit up when attached.
