I have a boat hoist which is supplied by 220 volt 60 amp service. At the hoist the service is broken into 3 120 volt 20 amp service. Two of the circuits are used to power each of the 2 motors. From each motor is a 2 foot pigtale with a GFCI molded into the wire, which is plugged into a GFCI receptical. In effect the are 2 GFCIs in a row. Is this correct?

There is not problem. The receptacle being near water needs gfci protection. The motors designed for use near water have built in gfci protection. It would be a toss up which GFCI would actually trip but if it works I would not be concerned.
