Raceway
I'm running a circuit that must have surface mounted metal raceway for about 15" of the wire run. (I'm using 14/2 NM cable.)
1.) Do I need to run the raceway section wire with the sheathing stripped off?
2.) If so the ground wire will be bare. This seems off. What's the scoop on this?
3.) I'm exiting the raceway through the wall directly to an outside light fixture. How do I do this? Do I use a junction box at the exit?

Given that it is a metal raceway, the ground wire needs to be bonded to the raceway.
