Kitchen Outlets on a half wall

I am building a kitchen that will have a 13' half wall which will house the sink and the dishwasher. I'd like to have outlets on this wall but I am not sure how many and where to install them. How far away does an electrical outlet need to be from the sink? And is there a limit to how many outlets I can have and how clost together they can be?

You can install the outlets at your convenience, as long as they are not on a flat surface. They must be protected by a GFCI, and cannot be a part of the dishwasher circuit. It must be dedicated as one of the two required kitchen outlet circuits.
