20 amp Outlets

I just added a garage addition to my home. This garage was wired by a licensed electrician for 20 amp. The wire he pulled was orange and the breaker is 20 amp. When he came back and finished the job he installed 15 amp outlets. I checked my kitchen outlets that were installed 20 years ago and they are also 15 amp outlets on a 20 amp circuit. I am not an electrician. Is this proper or was the electrician trying to save himself money on supplies?

15 amp receptacles are legal on a 20 amp circuit in the US.

By the way, cable color means nothing. There is no standard.

Question

Why would anyone spend the extra money for 20 amp outlets if 15 amp work as well.

You can't plug a true 20 amp appliance into a 15 amp outlet...note the "sideways" prong of the outlet on a 20 amp appliance.

When was the last time you saw anything in a home, other than an air conditioner, that had a 20a/125v plug on it.

15 A rec. are legal if there is more than 1 rec IE: duplex rec.
However a single rec. on a 20a ckt must be 20A IE: twist lock, etc.
