Electrical for new laundry room

I am moving my laundry from the basement to a small new room on our living space level. The new room will have no basement or attic just a small crawl space underneath. I want to run 2 dedicated NM cables from the service panel to a J-Box at the sill in the basement. Then I want to run pvc outside the house at sill level for 30 feet to the outside of the new laundry room. Inside the pvc will be individual conductors. #12 wires for the 20A laundry dedicated recepticle and #10 wires for the dryer. Can I just run one #10 ground through the conduit and then pigtail my grounds for both appliance recepticles on the inside finish wall ?

Yes, all of the circuits in a conduit can share a ground. The ground should be sized to the largest hot conductor in the conduit; in your case #10.
